Neophytos Zavrides is the CEO and Founder of Efpalinos Consulting Llc. He was the City Engineer at Pafos Municipality, Cyprus from 12/2015 to 1/2023. He worked in Efpalinos Consulting Llc and Zavrides Consulting since 1996.
Neophytos Zavrides received the Diploma in Civil Engineering from NTUA Greece in 1992 and the MSc in Transport Engineering and Operations from the University of Newcastle upon Tyne UK in 1993. As a consultant engineer for more than 20 years (1996 – 2015 & 2023 - to date) of extensive experience he has been extensively involved in major and minor transportation projects and participated among others in environmental and traffic impact assessment studies and road safety research projects. He also participated in EU projects for urban regeneration, road safety and transportation.
On December 1st, 2015, he was appointed as the City Engineer for the Municipality of Paphos with responsibilities for all the engineering work of the city. He left the Municipality in 2023 after having participated in the transformation of Paphos with more than 55 infrastructure projects accounting approximately €160M delivered withing 7 years.

As a consultant engineer for more than 20 years (1996 – 2015 & 2023 – to date) he has been extensively involved in the study and design of major and minor transportation projects including the design of new & upgrading of existing rural, urban roads and highways and the participation in several planning, environmental, traffic impact assessment studies, etc.

Responsibilities for all the engineering work of the city. Duties include; the supervision and coordination of the planning and building departments, the issuing of permits, the streets, parks, water supply, street lighting and general maintenance departments as well as the preparation of new projects’ proposals, studies, procurement, construction works supervision and contract management.

Associate at the University of Cyprus responsible for the 2 majors of Highway Engineering and Transportation Engineering of Civil Engineering Department for the four academic years 2007-11. For both subjects he was responsible for both lecturing and examination.
He also participated in several European Research projects in the field of urban civil engineering, urban regeneration and transportation. including, SARTRE3, MEDA TEN-T, ROSE25, COST Action C8, SUPREME, COST Action C27, SARTRE4.
He is also actively participating in the area of Road Safety representing the Cyprus Technical Chamber at the Road Safety Board of Cyprus between 2002 and 2014. Ηe was a member in the study group for the 1st and the 2nd Cyprus Road Safety Strategic Plan 2002 -06 and 2012 – 20 respectively.
